India’s Development Partnership with Sri Lanka is built on the foundations of political understanding, a historic past, geographic realities and socio-cultural empathy.  Being part of the developing world and inspired by experience of South-South cooperation, India has focused on consultative and responsive model of cooperation towards livelihood restoration, capacity building, human resource development as well as infrastructure development.  The cooperation between the two nations aims towards promoting trade and investment adopting partnership approach.
Immediately after the end of armed conflict in Sri Lanka in May 2009, India scaled up its development assistance to Sri Lanka substantially. This flowed from the announcement by the Prime Minister of India, Dr. Manmohan Singh, regarding a relief, rehabilitation, and reconstruction package of Rs 500 crore (USD 105 million) for Sri Lanka. Subsequently, during the visit of H.E. President Mahinda Rajapaksa to New Delhi from 8-11 June 2010, a number of projects were identified for implementation in the India-Sri Lanka Joint Declaration of 9 June 2010, as listed below:

  • Construction of 50,000 houses in Northern and Eastern Provinces
  • Rehabilitation of Northern Railway and announcement of a soft line of credit of US$ 800 million
  • Rehabilitation of Kankesanthurai Harbour
  • Rehabilitation of Palaly Airport
  • Construction of five Vocational Training Centres
  • Renovation of the Duriappah Stadium in Jaffna
  • Construction of a new Cultural Centre in Jaffna
  • Construction of a 500 MW coal power plant at Sampur and a soft line of credit of US$ 200 million to enable Government of Sri Lanka to meet its obligation towards this plant.
  • Restoration of the Tiruketheeswaram Temple
  • Resumption of Ferry Services between Colombo-Tuticorin and Talaimannar- Rameswaram
  • Launch of an India-Sri Lanka Knowledge Initiative to include:
    • Establishment of Provincial and Regional Sri Lanka-India Centres for English Language Training (SLICELTs)
    • Expansion of the Scholarship Programme
    • Establishment of a Centre for Contemporary Indian Studies
    • Technical assistance for the Sri Lankan project to convert Sri Lanka into a Trilingual Society by 2020
  • Collaboration to establish an Agricultural Research Institute in Northern Province
  • Extending bandwidth to set up satellite interactive terminals in Sri Lanka

These projects are in various stages of implementation.

RELIEF ASSISTANCE


Even while the conflict was on, India took the initiative in sending relief assistance in the form of family packs in November 2008 for the Internally Displaced Persons (IDPs). This flow of assistance continued till August 2009, and a total of 2,50,000 family packs were supplied that contained a variety of daily use items such as clothing, utensils, essential food packets, personal hygiene items, etc. to the families of IDPs.
To meet the urgent medical needs of the IDPs coming out of the conflict areas, the Government of India set up an Emergency Hospital at Pulmoddai in March 2009. Later, with the end of the armed conflict, this hospital was shifted to Chettikulam, Vavuniya where the IDPs were temporarily located awaiting final rehabilitation. During the period of its operation from March to August 2009, the hospital treated about 50,000 patients, including conducting of nearly 3000 surgical operations. The hospital also distributed free medicines which were supplied by the Government of India during this period in five lots.

RESETTLEMENT

One of the first items that received the attention of the Government of India after the end of armed conflict was the need for demining of the erstwhile conflict zone to make them fit for rehabilitation. India deployed seven demining teams in Northern Sri Lanka from August 2009 to December 2011. They have helped clear a considerable area of the threat of mines, thus facilitating the resettlement of the IDPs in these areas. Two Indian demining teams continue to be involved in this project in 2012.
At the request of the Government of Sri Lanka, India supplied a total of 521,355 roofing sheets for distribution to families resettled in their villages, to enable them to construct temporary shelters awaiting full renovation or construction of permanent houses. Another consignment of 2500 MT of roofing sheets was handed over to the Government of Sri Lanka for distribution among IDPs in September-October 2010. In conjunction with this, the Government of India also procured and supplied 400,000 cement bags for distribution among the IDPs. This benefited about 50,000 families, with each family getting 8 cement bags to repair their damaged houses. India also supplied 70,000 starter-packs of agriculture tools for distribution among IDPs being resettled in their original habitation.

SECTORAL SPREAD OF INDIAN DEVELOPMENT ASSISTANCE PROJECTS

The main theme of India’s development assistance to Sri Lanka are shelter, livelihood-restoration, education, healthcare, capacity-building, cultural and economic revival, energy, and the enhancement of connectivity and transport infrastructure. During the visit of Mr. S.M. Krishna, Hon’ble External Affairs Minister of India, to Sri Lanka in January 2012, a Memorandum of Understanding (English, Tamil) was signed with the Government of Sri Lanka for implementation of the second phase of the Indian Housing Project. This will involve construction of 49,000 houses under a grant assistance of about US$ 260 million. The pilot phase of the Project for construction of 1000 houses is in advanced stages of completion and houses are being hande over to beneficiaries. Given its scale, the Housing Project is truly the flagship project of India’s developmental partnership with Sri Lanka, and is perhaps the largest such project undertaken by India anywhere in the world.

Demining

Indian had deployed seven Indian demining teams since 2009 to undertake demining operation in settlement areas at a cost of US$10 million and these are among the few teams doing manual demining (Read more)

 

Jaipur Foot

Limb refitment
India implemented a humanitarian project during March / April 2010 and during September 2011 at Menik Farm and Jaffna where artificial Limb Refitment Camp was organized by the world famous non-governmental organization known as “Jaipur Foot”. They fitted artificial limbs and other devices to 2563 beneficiaries in all. (Read more)

Distribution of 10,000 bicycles
The Hon’ble External Affairs Minister of India, Mr. S.M. Krishna, during his visit to Jaffna on 18th January 2012, handed over some bicycles to IDPs under the Indian initiative to distribute 10,000 bicycles in the Northern Province under an Indian grant assistance of SLR 67 million. (Read more)

India supplied 10,400 MT of Galvanized Iron corrugated sheets as shelter material helping about 65,000 families at a cost of US$ 11.78 milion. (Read more)

Supply of Agricultural Equipments

Besides supply of 48,500 kg of seeds, 70,000 packs of agricultural implements were distributed to returning IDPs and another 25,000 packs were distributed in June-July 2011 worth US$ 2 million. (Read more)

 

 

 

500 Tractors, with the requisite accessories worth US$ 6 million, were delivered to revive farming activities in the Northern areas in November-December 2010. (Read more)

EDUCATION & CAPACITY BUILDING

Scholarships for Sri Lankan Students

A nearly three-fold increase in scholarship support to deserving Sri Lankan students, involving a grant assistance of SLR 2.5 billion, was announced during the visit of the Hon’ble Minister of External Affairs, Mr. S.M. Krishna, in January 2012. (Read more)

Language Labs

A Digital language laboratory was set up at the Centre for English Language Training (CELT) at Peradeniya. The English and Foreign Language University (EFLU), Hyderabad, served as the Technical Consultant for the project which had trained 40 Master Trainers from Sri Lanka. India will set up nine Language Labs in each of the nine provinces of Sri Lanka (Read more )

Renovation of Schools

79 schools in Kilinochchi, Mullaitivu and Vavuniya are being renovatedunder an Indian grant assistance of SLR 188 million. One of the completed schools was handed over by the Hon’ble External Affairs Minister of India, Mr. S.M. Setting up of Nenashalas

Distribution of Computers & Printers to Rural Schools
India supplied 1,260 computers and 218 lazer printers to 487 schools and colleges across Eastern Province at a cost of SLR 155.76 million to spread IT literacy in rural schools. (Read more)

HEALTHCARE

Supply of Equipments to Hospitals

During the visit of the Hon’ble External Affairs Minister Mr. S.M. Krishna, medical equipmentswere handed over to the Kilinochchi District Hospital on 18 Jan 2012. The total cost of equipments, including those earlier supplied to the Mullaitivu District Hospital, amounts to SLR 117 million. India had earlier provided medical equipment to Jaffna Teaching Hospital. (Read more)

Construction of Hospital

A 150-bed hospital at Dickoya near Hatton, in the Central Province, is being built under the grant assistance of the Government of India, at an estimated cost of SLR 1200 million. The construction is expected to be completed by the end of 2012. (Read more)

Emergency Hospital

An Emergency Hospital was set up in Pulmoddai and Vavuniya (Menik Farm – Zone I) from March to September 2009 at a cost of SLR 58.7 million, which treated about 50,000 patients and carried out 3000 major and minor surgeries.

India is implementing a Project for self employment of war affected women with particular emphasis towards empowerment of widows by providing technical assistance in garments, ornamentation, food processing, computers, rain water harvesting, enterprise development, solar lantern etc at a cost of INR 8.22 (Read more)

CULTURAL REVIVAL

Jaffna Cultural Centre

Cultural Centre at Jaffna
India will be undertaking construction of the Jaffna Cultural Centre for which a National Design competition was held. The Centre when completed will be an architectural landmark and a cultural icon. (Read more)

INDUSTRIAL DEVELOPMENT

Achchuvely Industrial Zone
India is undertaking the rehabilitation of the Atchchuvely Industrial Zone near Jaffna at a cost of US$ 157,873, to create employment opportunities in the Northern Province and to provide a platform for industrial development of Jaffna.  (Read more)

ENERGY

Sampur Power Plant
The Joint Venture Agreement for the 500 MW Sampur coal power plant, the largest such initiative between the two countries so far, was signed recently and the plant is expected to come on-stream by mid-2016.  (Read more)

CONNECTIVITY & TRANSPORT INFRASTRUCTURE

Southern Railway Project
Reconstruction of the Southern Railway coastal project between Galle to Kalutara, being implemented by IRCON under an Indian concessional line of credit of USD 167.4 million, has been completed. Phase-I of the Project, comprising the Galle-Matara Section, was completed in February 2011 and the Galle-Hikkaduwa railway track was inaugurated by EAM Krishna on 19 Jan 2012.

Northern Railway Project

The railway rehabilitation project in the North (comprising four sectors: Omanthai-Pallai, Medawchchiya-Madhu, Madhu-Talaimannar and Pallai-Kankesanthurai) financed by an Indian concessional line of credit of USD 800 million, was inaugurated by Mr. S.M. Krishna, Hon’ble External Affairs Minister of India, in Nov 2010 and is expected to be completed on schedule by December 2013. The project also includes installation of signaling and telecommunication systems for these sectors and the supply of rolling stock.

KKS Harbour

Kankesanthurai Harbour
The Hon’ble External Affairs Minister of India, Mr. S.M. Krishna, announced the completion of wreck-removal at the Kankesanthurai Harbour (at a cost of US$ 19.5 million) at an event held in Jaffna on 18 January 2012.  India stands ready to provide further grant assistance for the next phase of the project, including dredging and rehabilitation of the pier and port infrastructure.  (Read more)

Rail-Bus

In order to provide affordable means of travel and improved connectivity between Batticaloa and Trincomalee, Indian funded the Project for supply of five Rail Bus units which is operating at present.  (Read more)

Distribution of Buses

India supplied a fleet of 110 buses to connect remote areas with the main highways to enable movement of people in Central, Northern and Eastern Provinces. (Read more)
